Flexibility Options Training

Where did the Flexibility Options come from?

  • April, 1996 - The Arizona State Legislature addressed air quality.
  • May, 1996 - The Governor of Arizona issued Executive order 96-6 in response to the air quality problems that continue to plague our state.
    Requested measures that could be applied immediately.
  • July, 1996 - The State Legislature passed Senate Bill 1002 that expanded TRP to include the 10 Flexibility Options, two of which were available for immediate implementation. The bill became law in October, 1996.
  • October, 1996 to present - Maricopa County TRP amended the trip reduction ordinance to include the new options: they researched the measures, developed the equations, designed the applications, etc. In other words, the county figured out how to do what the legislature and businesses wanted done.

What do the Flexibility Options mean to your organization's trip reduction efforts?

  • You will also hear the options referred to as EER credit-Equivalent Emission Reduction credit.
  • They offer creative ways to meet TRP goals.
  • The key word is OPTION ¾ no one is required to include or implement these in their TRP plan. But, these options do provide a terrific opportunity to receive credit toward your trip reduction goal, help improve the air quality, and be creative too!

How is the credit for the options computed?

  • Credit is based on grams of pollution… how many grams you save is how many you're credited.
  • Your organization's SOV and SOVMT rates are converted to grams of pollution.
  • Each option has its own equation to calculate grams of pollution saved.
    What do I need to do to ensure my organization can get EER credit?
  • On the form your organization receives asking how many surveys you need, you'll have an opportunity to request EER credit applications too.
  • When you receive the forms, complete the application(s) and gather the documentation for each option you've put in place.
  • Return the completed form(s) and required documentation to: TRP EER Credit, 1001 N. Central Ave., Suite 500, Phoenix, Arizona 85004.
  • The application(s) and documentation are due when your surveys are due.
  • EER credit will be calculated and added to your organization's survey results-your survey analysis will reflect the flexibility options credit.

  3. The change must be MEASURABLE
