Option 3 provides credit for organizations that voluntarily retire high-polluting vehicles. This measure carries several stipulations.

Vehicles included in the trade-out program must be:

1. Owned by the employer or its employees.
2. Road-worthy.
3. Registered and operated in Maricopa County for 24 months.
4. Free of liens.
5. High polluting as evidenced by a failed emissions test.
6. Traded to an auto dismantler licensed in the county and approved by the TRP Task Force. (Car enthusiasts requested that car parts be made available, therefore, the vehicles may not be crushed.)

Employer Actions

• Replace high-polluting fleet vehicles with new vehicles outfitted with current pollution control equipment.
• Offer employees a cash incentive to trade-in their high-polluting vehicles.
• Offer cash incentives, rebates, and discounted (1 - 2 %) loans.
• Secure cooperation of organization’s credit union or bank to offer discounted financing.
