Valley Metro is developing Regional Transit Standards and Performance Measures (TSPM) as a necessary step in establishing a performance-based public transportation system consistent with federal and state requirements. Regional transit standards and performance measures will establish a performance-based approach of managing regionally funded transit services and capital facility investments such as bus stops and park-and-ride facilities. The development of the TSPM will occur over multiple phases, with Phases I and II already complete. Phase III is currently underway and is expected to be complete in Fiscal Year 2016.
Phase I was initiated in July 2012 and concluded in November 2013. Phase I established service provision goals to guide the development of Valley Metro’s Regional Transit Standard and Performance Measures and established standardized transit service types, operating characterizes for each service type, and bus stop spacing standards. The Board of Directors for Valley Metro Regional Public Transportation Authority and Valley Metro Rail approved the Phase I recommendations in November 2013.
Phase II, which was built upon the effort initiated as part of Phase I, was completed in December 2014. Phase II focused on the development of transit service performance measures, transit service thresholds, application principles, and implementation standards for new service. The Phase II recommendations were approved by the Board of Directors for the Valley Metro Regional Public Transportation Authority and Valley Metro Rail in December 2014.
Phase III was initiated in December 2014 to establish standards and performance measures for regionally funded transit vehicles such as buses and light rail vehicles and transit facilities such as bus stops and park-and ride facilities. Phase III is expected to be complete in Fiscal Year 2016.
Transit service thresholds serve as a tool for comparing and measuring the relative performance of individual services/operations by transit service type. The Valley Metro transit service performance thresholds rely on a numerical ranking of each performance measure for each route or service within their respective service type category. Thresholds were established at quartile breakpoints for each transit service type to identify the top 25% and bottom 25% performers.
